When a special aircraft touched down in Delhi on Thursday evening, a team of Anti-Terror Body National Investigation Agency (NIA), Elite National Security Guard (NSG) Commando was flicked, escorted, Tavur Hussain Sana – Pakistani-origin Canadian National accused of playing a role in the 2008 Mumbai terror attacks- in a court where he was formally sent to 18-day NIA custody.

Within hours, they were transferred to the heavy guard headquarters of the Terror Anti-Terror Agency at CGO Complex under high security. Rana, who was arrested under an American extradition warrant and ending every available legal avenue to avoid facing Indian justice, will now be investigated in the next few days.

Inside Rana’s inquiry

According to sources, Rana is placed in 14×14 cells on the ground floor of the NIA headquarters. This cell is equipped with CCTV cameras, a bed and a toilet. Several layers of digital security have been kept, as well as the retinue of a 24-hour guard. Only 12 NIA officials are allowed to enter this cell.

At 10 am today, the first round of inquiry begins. According to NIA sources, the first phase of Rana’s inquiry will focus on his personal and family background. The investigators will examine their upbringing, education, family and career, including an infection for an alleged conspirator in international terrorism from a trained medical doctor.

In particular, they will ask why he brought his wife with him during a 2008 visit to India. Did his family know about his alleged relationship of David Coleman Headley – another accused in the Mumbai attacks, who is currently in the US in jail – or his role in planning 26/11 attacks?

26/11 Mumbai attacks

The next and most important rounds of interrogation will focus vepuate on Mumbai attacks-a series of coordinated firing and bombing by ten terrorists of the Ten-Taiba (late) terrorist group killed 166 people and more than 238 people were injured in four harvesting days.   7. What direct or indirect role did Rana play in choosing and surveying possible goals?
  8. How did he help Headley in gathering actionable intelligence information for Lashkar-e-Taiba?
  9. Was he involved in any logistic planning or operation funding?
  10. Did he contact Headley with the operatives – which included late and embedded persons in Pakistan’s ISI network?

Lashkar-e-Tabiba Connection

Mumbai attacks, interrogation will be related to Rana’s alleged relationship with Lashkar-e-Taiba. According to sources, the officers want to determine:

  1. How and when were it to be met?
  2. What was the nature of their relationship?
  3. Did he provide logical or financial assistance to Lashkar? If yes, what did the group provide in return?
  4. Can Rana identify other members of the name, face, or role late?
  5. What is their understanding of letters, hierarchy, recruitment methods and funding sources?
  6. Who supplies the arms of the group, and which countries are reportedly involved?
  7. What role do Pakistani Army and Inter-Services Intelligence (ISI) play in selection of training, funding and goals?
  8. Does Rana have knowledge of training camps being run by Late and Huji (Harkat-ul-Jihad-al-Islami)?
  9. How many ISI officials are involved in this process, and what is really taught during these training modules?
  10. Who makes the final decision to carry out the attacks? Are instructions directly relayed by ISI officials or route through late middlemen?
  11. Is psychological conditioning employed for young men ready for suicide missions?
  12. How many individuals are involved in the operational plan of a specific attack, and what special role do they play?

Pakistan ISI Nexus

Investigators are also expected to investigate Rana about the alleged links of the Pakistani intelligence agency. According to NIA sources, some questions can be asked are:

  1. Did Headley introduce Rana to ISI, or was this another way?
  2. What was the purpose of ISI? Was Mumbai sites only the intended goals, or were plans to attack other Indian cities?
  3. Senior ISI officials were – in addition to Major Iqbal and Sameer Ali, both are in Nia’s most wanted list – are also involved in coordination with Headley and Rana?
  4. Who was responsible for the financing of the logistics of the attack?
  5. Was the ISI working with knowledge or silent approval from the Pakistani government?
  6. Instructions were issued during the attack – a real -time communication link was discovered during the siege. Does Rana know who was at the other end?
